1) What is the latest version of Macintalk?  (All copies of Macintalk I
   have seen say "Version: not available".)

2) Has anyone come up with a replacement for Macintalk that is a 
   compatible superset?

3) Is Apple planning an upgrade of this technology in the near future?

There are three versions:

 - the original release, which doesn't have a version number and
   which doesn't work on Mac II's,

 - the Mac II hack, which sometimes has a version number like 1.3 or
   so and sometimes doesn't have any version number, and

 - the `MacinTalk 2.0' hack, which appears to be some sort of
   simple modification on the original code, and has been reported
   to cause all sorts of spurious crashes on different models of
   Macs.

Apple's not supporting MacinTalk any more.  If the version you have
works, then use it and don't worry about an `upgrade'; if MacinTalk
doesn't work on your system, then try removing any or all INITs and
cdevs.  If that doesn't work, there's really nothing you can do.

Not that I know of.

No.  They don't have the source code to the original MacinTalk, and
they have more important things to work on (like System 7).
