[net.followup] Gap in history of Soviet air aggression?

Has the U.S.'s attitude of being a "paper tiger" (as explained to me by
a chinese friend--like carrying a *picture* of a big stick) that the
U.S. has followed in the last ten or fifteen years finally caught up
to us?  When we dare the soviets to cross a line, and they do, the U.S.
has been simply drawing another line further back.  This "solves" the problem
in a peaceful fashion as long as you continue to have backing up room.
Trying to stop a bully by pleading makes the bully only bolder.
This backing up policy has been challanged by the Reagan Administration
by drawing more lines than previous administration.  
   Perhaps we should avoid the bloodshed, and head for *total peace* 
immediately by passing a constitutional ammendment that cancels the entire 
rest of it, and creates america as a new soviet socialist republic.  
   That is the trend currently, so why not bypass the intermediate steps?
