Can the finder/system be modified to increase the number of files handles
the system many handle?

(Using 6.0.5 or 6.0.7)

The answer is Yes:  One must edit the boot block of the start up disk.  The
byte at offset $7b contains the number of file handles.  Many programs let
you edit this value (The Norton Utilities for the Mac, Sum II and a bunch of
PD/Shareware programs).
