This is slightly misleading.  You *do* have to buy A/UX (or buy a
bundled system which includes A/UX pre-loaded,) but as far as "running
A/UX on top of the Mac OS" is concerned, quite the reverse is true.
MacOS runs on top of A/UX as a Unix process.
