Is there a utility (public domain or otherwise) that converts from
LaTeX to Microsoft Word 4.0 and back?  I've heard about MakeWrite.
Does that work with LaTeX files?

I doubt it.  It might do some of the job, but probably not enough
to make you happy.

I don't have the time to do it, but I can say that RTF is close enough to 
TeX (in syntax) that it should be quite simple to write a TeX macro 
package that would interpret RTF.  Once you do this, you can just do your 
text processing in Word (WYSIWYG) and then tweek/print in TeX.

No utility exists to do this.
MakeWrite doesn't do it.
