I wanted to know if it is possible to replace the mother board in an SE
and upgrade it to an SE/30. Does Apple provide this kind of service? 
Does anybody know any reputable dealers that do this kind of service?

When I checked into doing this I found it was about the same price to buy a 
new SE/30 than upgrade my superdrive-less SE. I was buying my SE/30 at
an educational discount. BTW I love the SE/30.

Yep.  Used to cost around $1800, but for all I know the price has dropped
along with a lot of others recently.

A baboon with ten thumbs and a torx wrench can do the upgrade in half
an hour, and I've got the SE/30 and hair on the backs of my hands to
prove it.  The typical Apple Dealer tech can probably come close to that
time :-) but will likely bill you for an hour's labor anyway.  If they
want more than that, ask if you can watch...

You actually have to take the SE completely apart, but since there are only
a half-dozen or so parts, this is no big deal.  If your SE has two floppies,
you're going to wind up with a spare: the SE/30 only has one internal 
floppy connector.  My local Heath/Zenith dealer sold me a box for $30
I could put my second floppy in to convert it to an external.

What do you mean? The educational price for an SE=>SE/30 motherboard swap
(w/o SuperDrive) is around $1,000.

Where is the price that low?  I've been dying to upgrade for a while, but
here at the U of R the price is $1315!!!!  (no way I can afford that...
