For one-shot connections, you can just type the port number after the machine
name in the Open Connection... dialog.  For recurring usage, there is a
port= parameter that can be used in the config.tel file.  You can apply it
either to a specific host or to the "default" host.  See chapter 8 of the
NCSA Telnet manual for more details.
