[net.bugs.4bsd] rmail buffers too short

several arrays in rmail.c are too short for comfort.  e.g., the return
address is put into a 64 byte array.  make that, and anything else that
strikes your eye, BUFSIZ or so (unless you enjoy removing core files
from /usr/spool/uucp/.XQTDIR).
