[net.bugs.4bsd] 4.1c with ARP ????

I have a copy of 4.1c BSD, which does not seem to have ARP.  I had long been
under the impression that 4.1c did not have ARP.  Someone just told me that
some 4.1c systems have ARP.  Should I believe this person?
