If you use the MacTCP version of NCSA Telnet and Brown's TN3270, you
do not need different configuration files for each zone. The document
mentions which variables are ignored when using MacTCP. These
variables are hardware, zone, gateway, arptime, continue, mtu and
maxseq.

The nameserver variable still must be specified, even though it is
specified in the control panel. I have reported this to NCSA as a
request for future enhancement.

Someone mentioned a package called Administrator's Aide, from
Dick Bierman in the Netherlands. (bierman@uvapsy.uucp) but I have not
had any response from my E-Mail query. It sounds like a nice package.
