Syslog in the Vax 4.2 distribution has been treated as an adjunct to sendmail, thus it's in the sendmail source directories. It even logs to /usr/spool/mqueue/syslog by default. At Sun we moved it to /usr/src/etc and created /usr/spool/log, believing that a system logger has other uses than just remembering which mail got dropped on the floor.
