According to the blurb with it (filtered through my memory, since I don't have it in front of me), Tardis is actually half of a two-part package. TimeLord, the other half, is a time server which runs on a machine synchronized to a master clock. Tardis runs on your Mac and asks TimeLord what time it is whenever you boot or at specified intervals. The idea is to keep everyone's Macs in sync and compensate for clock drift.
