Does anyone know of a public domain schematic design programs?  If so, what is
it called, and where can I find it?

Try the LogiMac design software.
It was written by the same people who
write the DesignWorks design software -
Capilano Computing Systems, Ltd.

It used to be available from Kinko's Academic
Courseware Exchange, but Apple got a new partner
for the Exchange program which I can't seem to
remember the name for.
