Besides, there are ways to detect modem usage (filter the frequencies used, or introduce short bursts of noise sufficient to disrupt data communication but not voice, and see who complains; use TSPS busy verify (which renders the signal unintelligible, but I bet modems are *easily* distinguishable from voice!); trace calls to local BBSs and time-sharing services; check out lists of users that some BBSs keep). I'm not sure what to do other than write your representative. Be sure to check for members of the Subcommittee on Telecommunications, Consumer Affairs, and Finance of the House Committee on Energy and Commerce, as they are discussing the issue now. Also, some letters to manufacturers of home computers and modems, and providers of time-sharing services, wouldn't hurt... James Jones
