Landin and/or Strachey was using a phrase like "First class citizen" in speaking of entities referred to in a programming language. If you can catch Rod Burstall in the right phase of his equivalent to ora et labora he may offer some enlightenment. I seem to recall him going round quoting Quine as pronouncing that "To be is to be the value of a variable".
