Following yesterday's punishing raids on a Channel convoy, the Admiralty
commands all ships to avoid passing Dover during daytime.  This move had
been planned earlier but was delayed for organizational reasons.

Tokyo decides to tighten its blockade on China, concentrating especially on
routes from Indo-China.  Japanese officials also opt for a more aggressive
stance toward the now urgently-needed East Indies resources.

Top Rumanian leaders meet with Adolf Hitler at Berchtesgaden, while in Port
Said, British officials seize three Rumanian vessels, including two tankers.

US Defense Commissioner Knudsen states that while US manufacturers will
make every attempt to meet British demands for 3000 warplanes a month,
such a level will be impossible before mid-1942, and American requirements
would still have first priority.
