Well, yes, but--first, after an initial burst of enthusiasm, the
outrageous phone bills will drive a user away from long distance
modem use (save for *extremely* short calls on weekends)--if one
uses MCI/Sprint, then this reduces (from the operating company's
point of view) to a local call anyway. Second, how many local switches
have TASI (the acronym, I think, for the stuff that multiplexes
during pauses in conversation)?

Let the operating companies bill on a usage-sensitive basis; this
will be fair all around.
