At sea, a group of German motor torpedo boats attacks a convoy off Yarmouth, sinking 5 ships. With rising civil unrest threatening to destabilize Rumania, King Carol gives full powers to General Ion Antonescu. Secretary Hull warns the Japanese government that aggression against French Indo-China would force American reprisals.
