Neville Chamberlain resigns his position as Lord President of the War
Council because of poor health.  He is replaced by Herbert Morrison, while
Sir John Anderson becomes Home Secretary.

The warships of Force M, following their defeat off Dakar, escort Free
French troops to Douala in the French Cameroons.  The battleships HMS
Barham and Resolution leave the task force to put in for repairs of
damage sustained at Dakar.

"Reports of London bombings confirm the conclusion reached in the Spanish
war proving ground -- that the destruction wrought by a large bomb seldom
justifies its use.  In most cases a smaller bomb would accomplish the
desired purpose, and, as its weight permits more bombs to be carried by a
plane, the area to be destroyed can be greatly extended by the bomber."
