German troops enter Rumania, ostensibly as advisors to the Rumanian army.
In reality, their role is mainly to protect the vital oilfields in
that nation.

As the weather lets up, 180 German bombers raid London by night. Swansea
and Liverpool are also hit. The RAF strikes back at Berlin with
50 bombers, but a third fail to find the target.

Jewish residents of occupied France are ordered to register with
German authorities.

Britain offers to re-open trade negotiations with the USSR, offering rubber
and machine tools in exchange for Soviet arms for re-export to China. U.S.
Undersecretary of State Sumner Welles meets with the Soviet Ambassador
in Washington.

"The trend of present events indicates that [Germany and Italy] now are to
attempt to continue the attack on England while searching for substitute
successes in Egypt, in the Balkans, and by spurring Japan on in the Far
East." - Maj. Gen. Stephen O. Fuqua, U.S.A., Ret.
