Hitler orders Operation Sea Lion postponed until Spring, 1941.

President Roosevelt spells out US foreign policy; the United States
is pledged toward the total defense of the Americans and surrounding
oceans, continued aid to Britain, and peaceful commerce in the Atlantic
and Pacific areas.  The President further assures that the USA will not
seek to appease dictators.

A harvest moon aids the Luftwaffe in bombing London, and the RAF in its
strikes against installations in France and Germany.

Professor Gaetano Salvemini, in a study conducted for the American Council
on Public Affairs, estimates that 5% of the Italian-American population in
the USA is fascist, while another 35% have fascist leanings.  10% are
believed to be anti-fascist.
