President Roosevelt spells out US foreign policy; the United States is pledged toward the total defense of the Americans and surrounding oceans, continued aid to Britain, and peaceful commerce in the Atlantic and Pacific areas. The President further assures that the USA will not seek to appease dictators. A harvest moon aids the Luftwaffe in bombing London, and the RAF in its strikes against installations in France and Germany.
