Japan enters negotiations with the Dutch East Indies over that region's
oil resources.

U-boats sink the fourth merchantman in the last week in the northern
English Channel.  Among the victims is the merchant cruiser Cheshire.

Confusion reigns in the Balkans.  Reports claim that Russian troops
have entered Rumania, German troops are in Albania, and that an attack
on Turkey is imminent.

Chinese mechanics work to overhaul some 2000 US-provided trucks in
preparation for the re-opening of the Burma Road.

The US Export Control Administration moves to block foreign orders of
machine tools.
