RAF bombers strike hard at Berlin; civilian casualties are higher than
in any previous raid.  Hamburg is also hit.

Hitler and Petain meet to discuss the future of French-Axis relations.
Petain declines Hitler's urging to join forces against Britain, instead
requesting a permanent settlement of the armistice, which is due to expire
within a few days.

A Belgian government-in-exile is formed in London, headed by Camille Gutt,
Hubert Pierlot, and Paul-Henri Spaak.
