Japanese Ambassador Tatekawa visits Moscow to begin negotiations; his
goal is to achieve a non-aggression pact with the USSR.

Mexican President Cardenas halts the export of oil and scrap iron
to Japan, citing "continental solidarity" as the reason.

The Standard Oil Company of New Jersey and the Texas Oil Company file
complaints with the U.S. State Department.  The two companies share
ownership of some of the oil facilities damaged in yesterday's raid on
Bahrein.

Winston Churchill broadcasts to the Continent in French, urging French
citizens not to abandon their faith in Britain, and warning that Hitler
plans on the total subjugation of France and her colonies.  He also
speaks with scorn of Germany's failure to invade the island.
