A third German night raid on Birmingham hits that city hard.  The 
three recent raids have killed more than 900 people, and wounded
over 2000; the Luftwaffe has lost only 5 aircraft in exchange.

Rumania's premier and foreign ministers meet with Hitler and
von Ribbentrop in Berlin; it is believed that this indicates that
Rumania will follow Hungary in joining the Axis.  Bulgaria
delays the visit of her top officials for unknown reasons.  Meanwhile,
the USSR states that it does not approve of Hungary's membership
in the Axis, and advises Bulgaria to decline any invitation to join.

Turkey declares martial law in its European provinces and in the
Dardanelles and Bosporus regions.  The declaration is to expire in
one month.  Yugoslavia states that she has no interest in joining
the Axis.
