As the British offensive into Libya continues to bag thousands of
prisoners, internment camps are set up at several sites in India
for 20,000 Italians.  Three more Italian positions near the Egyptian
border are occupied.  

President Roosevelt announces a new plan for aid to Britain.  He suggests
that war materials could be lent to Britain, to be returned at the war's
end.  

The British destroyer HMS Acheron is lost to a mine off the Isle of Wight.
Meanwhile, the US Navy places orders for an additional 40 destroyers.

Former French Vice Premier Laval is released from custody at the request
of Otto Abetz, the German ambassador to Vichy France.
