British advance units reach the outskirts of Tobruk and capture the
airfield at El Adem, south of that city.  About 25,000 Italian troops
garrison the port.  Churchill informs Wavell that once Tobruk is
captured, further operations in North Africa will be halted in
favor of aid to Greece.

President Roosevelt addresses Congress, outlining his Lend-Lease
plan and requesting further aid to nations at war against aggressors.

Four British merchant ships, escorted by units of Force H, leave
Gibraltar to resupply Malta, the first convoy to that island since
November.
