General Ugo Cavallero, Italy's Chief of General Staff, relieves General
Soddu, who leads the Italian forces in Albania, of his command.  Greece,
meanwhile, declines a British offer to send troops to her assistance.
Sub-zero weather in Albania and a huge sandstorm in Libya prevent
serious combat in those theaters.

Adolf Hitler "invites" King Boris of Bulgaria to visit Germany, and
demands that he sign the Tripartite Pact, allow entry of German troops,
and generally assist the Axis war effort.

The Luftwaffe conducts a 3-hour incendiary raid on Plymouth, while the RAF
strikes at the German U-boat base at Lorient, together with other targets.
