Hitler presents Yugoslavia's leaders with an ultimatum.  He demands
that they join the Axis, cooperate economically with the Axis nations,
and allow entry of German troops.  President Roosevelt simultaneously
wires Prince Paul of Yugoslavia, urging him to refrain from joining with
Germany.  

The 22nd East African Brigade captures Kismayu in Somaliland, aided by 
bombardment from the cruiser Shropshire.

Admiral Nomura presents his credentials as Japanese Ambassador to President
Roosevelt.

The US Senate approves a bill, already passed by the House, to set the 
Federal debt limit at $65 billion.  Some Senators believe a general
sales tax will be required to provide for operations within this limit.
