At President Roosevelt's request, Harvard University President James B.
Conant leaves for Britain to discuss cooperative efforts on war technology.
The Lend-Lease bill contains provisions for the exchange of such
information.

Air activity continues over Europe.  RAF bombers raid several "invasion
ports" and targets in the Ruhr, and drop leaflets over Cracow and Katowice
in Poland.  German aircraft stage scattered attacks throughout England
and Scotland.

The US House Naval Affairs Committee recommends a measure to develop
Guam and Samoa as "lookout stations" for maritime aircraft.  Congress
rejected such improvements in Guam in 1938.
