Italy decreases rations of olive oil, butter, and cooking fats by 50%.

The Soviet Union implements changes in its Communist Party Central 
Committee.  Many members are replaced, including Ambassador to the United
States Maxim Litvinov.

A statement from Berlin warns that when Germany renews her offensive, she
will blockade Britain with U-boats and surface vessels, then
simultaneously invade the Isles and British Mediterranean possessions.

German liason officers, at the invitation of the Spanish government, enter
Spain.  Their purpose is reportedly to render aid to the hurricane-stricken
city of Santandar.

German bombers stage another large raid on Swansea, the third in as many
days.
