By a margin of 60 to 31, the US Senate approves the Lend-Lease Bill
with only minor amendments.  

During a night bombing raid on London, the Cafe de Paris is hit,
killing 34 and wounding another 60.

Rumanian Premier Antonescu announces that responsibility for Rumania's
foreign economic policy has been given to Hitler, Mussolini, and Goering.
