[net.bugs.4bsd] Problems with networking on 4.3 Release

The following script is an example of some problems we have been having
here at UCLA.  Note that the same command can produce radically
different results on the length of the final output file.  My question
is, has anybody else seen this type of a problem?  Any help would be
appreciated.
