   ACM should consider grouping SIGs and making each group share some of the
cost and responsibility for one of the transactions.  If they are unwilling
to do so, perhaps the transactions should be dropped.
   ACM should also consider becomming just a United States society and perhaps
joining a confederation of national societies which might also include IEEE-CS.
   ACM should consider sponsoring regional conferences which are likely to be 
money makers such as in Minneapolis, Kansas City and other large metroploitan 
areas which do not have Consumer orineted conferences now.
