Does "the first maintanance release of 8.1" mean 8.1(14)?  If not, what?  I don't
recall seeing this in the release notes.  If I missed it where should I look?
If not, what's the command?

"First maintanance release" means the first version of 8.1 that has bug
fixes and so on in it.  8.1(14) was the initial release of 8.1, I think
the first maint release is 8.1(19) (But Im not in charge of the numbers).

It started shipping this week.
