It appears the router is using the lowest cost route in the default-net list, reguardless of list order. What we want is the lowest cost route for the first entry in the default-net list. THe Manual for 8.1 says "The system will periodically scan its routing table to choose the optimal default network as its default route." I take this to mean the router is behaving the way it should.
