The amount of money spent on SETI, or research into Cetacean communication is miniscule compared even to the space program budget. Only communication with other primates recieves non-trivial funding. Since willingness to commit resources is the only reliable way I can think of to measure willingness to communicate, I doubt we could be considered 'willing to carry on a discourse'.
