If you want to get 720K on an Apple 3.5 Drive under MS-DOS, you must have the appropriate version of MS-DOS. If you want the full 800k, get a copy of EAGLE PC-DOS 2.1 (made for the Eagle icm compatible). But be forewarned, Eagle-DOS can't read ms-dos disks, but ms-dos CAN read 2.1 disks (5.25" only) The 3.5" disk formats (MS-DOS and EAGLE-DOS) can't read each other (on the 3.5" disks).
