You should get binscii.exe, which is a text file, copy it to your Apple II,
execute AppleSoft BASIC from a ProDOS system disk, then type
"EXEC BINSCII.EXE", which will interpret the file as though the text had
been manually typed in at the keyboard.  If all goes well, it will unpack
itself into a BINSCII.SYS file at that point.  That's your BINSCII program.
You can run it from BASIC by typing "-BINSCII.SYS".  The operation is
fairly obvious, except when unpacking a BINSCIIed file tell it the target
DIRECTORY, not a target FILE name (the file names are encoded in the
BINSCIIed archive).

Wasn't someone working on a FAQ? I'm getting a little tired of
trying to answer questions like

Where do I find software and how do I get it?
What are binscii and shrinkit?
Are files packed with () binary or text?
Is there a version of kermit that works on my //()?

It would be easier to have a FAQ to throw at people AND have posted
on a regular basis.

I'd do it myself except (there's always an except) I don't know about
the GS aspects of stuff (e.g. hyperc doesn't work on the gs but you
can pick up a patch at xx, and you need rom 08 to run photonix ix, etc).
