My comments: I like the idea of a grass-roots push.... but I am not certain this is the proper way to handle it. I would rather see a "private enterprise" do the development, maybe renting space on the shuttle or buying one like Boeing was talking about a while back, and then paying NASA to run it. Of course, I also can understand the viewpoint that NASA may want to do the original proof-of-principle development, to take some of the initial risk(cost???) out of the private sector.......
