No, this is a standard option for UCSD compilers like Apple Pascal.
According to "Introduction to Pascal: Including UCSD Pascal" by
Rodnay Zaks, p.239-240:

"The parameter is optional and, when present, may take three values..:

LOCK - if the file was opened with REWRITE and resides on a directory-
       structured device, the file becomes locked, i.e., permanent.
       Otherwise, it is simply closed.

PURGE - if the file resides on a block-structured device, the TITLE of
        the filename is removed from the directory.  Otherwise, the device
        is disconnected from the system.

CRUNCH - the file gets blocked at the last position of a GET or a PUT
         and ends there."
