"IRCII Telnet Server (arrakis.engin.umich.edu)
This service generates more network traffic than using a client program on
your local machine to connect to IRC.
If you have an account on a Unix based machine with access to the Internet,
obtain the client software from FTP site "rvw2.hhs.ri.cmu.edu," configure
it to connect to a server that is close to you on the network, and compile it
(or ask your system administrator to do so).
Send mail to stealth@engin.umich.edu for help in finding a nearby server."
