[comp.sys.apple2] CDev inactivation bug?

I apologize if this has been mentioned before.

While experimenting I noticed a bug perhaps with GS/OS:

    o   Select a CDev file that's installed.
    o   Get info about it.
    o   Inactivate it.
    o   Do NOT go to the control panel.
    o   Instead shutdown/reboot.
    o   Now look in the control panel.
    o   The Cdev is still there.
