There is a group in Ca. which is either private or state sponsored called the Ca. Space Institute (I think, can anybody provide more info?) which is examining low cost missions such as reusing external tanks. One of the conclusions they came to was that it takes more fuel to manuver so that the tank ditches in the right place than it would take to carry it into orbit. Jose Torre-Bueno decvax!duke!phs!jtb
