[comp.text.tex] Labrea distribution documentation?

Preface: I don't claim to be a TeX wizard.

I am trying to build the new distribution of TeX from LABREA.STANFORD.EDU on 
a VAXstation 3100 running VMS 5.3 and I have a few questions.

1.  If one doesn't have working versions of TANGLE and WEAVE what good are the 
    *.web files for TANGLE and WEAVE.  Right now I am looking for something
    that works however I would like to know the proper way to build these 
    executables.

2.  Does some kind of complete documentation exist that shows sort of
    how to put the distribution together.

As mentioned earlier I am not a TeX wizard but if someone can point me in the
right direction I would appreciate it greatly.
