[comp.text.tex] example numbering like 1 1' 2 3 3' 3''

In a larger text, I would like to use automatically numbered examples.
Well, that's easy. But how can I use numbers like 

Example 13'', ("thirteen double prime")

if this is the second modification of example 13, and doesn't show up
in the text immediately following example 13 ?

Has someone hacked up a style for that (or is there independent
evidence against using this scheme in the first place ) ?
