In tugboat the list of errata and changes is published quite regularly.
I have seen the changes wrt TeX3 in a recent issue.

At a quick glance, the differences appear minimal.
The page numbers in the Table of Contents are identical.
The new primitive \language is dealt with
in a single paragraph (with double danger sign)
at the end of Appendix H.
I haven't spotted any other differences.
