It shouldn't be hard to equip the Jovian moons with atmospheres, once they are hot enough. Indeed, the problem with several of the moons is the overabundance of volatiles -- Ganymede, for example, is mostly water, so you'd end up with an ocean 1000 km deep! Io is probably the best bet, although the sulfur might pollute things a bit. Water, carbon and nitrogen could be mined on the other moons; transfer can be made with mass drivers.
