There is a program called dvi2vdu out there that handles a variety of terminals (VT100, Tek4010, etc.). It was originally written in modula, but has been translated to C. The dvi2tty is the C version posted sometime ago to comp.sources.misc and thereafter slightly improved. See the AFAQ or the supplement posting for the archive where the sources are kept.
