It seems that what you want is breakcites.sty, available from Clarkson. It redefines citex to take the citation out of a box. It seems to work nicely. One hint. Since it redefines something defined in a bib style, put it after your bib style (e.g. cslibib.sty) if you use one. Also, when I modified cslibib.sty I couldn't figure out why it didn't work until I remembered to modify citex in breakcites.sty.
